Abstract

The research aims to investigate the problems and obstacles related to arable land and residences in Koh Libong sub-district, Kantang district, Trang province. It seeks to examine the impacts of law enforcement concerning arable land management and residences in the Koh Libong sub-district, Kantang district, Trang province. Additionally, it aims to explore guidelines for managing arable land and residences through a participatory process involving coastal communities in Koh Libong sub-district, Kantang district, Trang province.  The research employed a mixed methods approach, utilizing both qualitative and quantitative methods for data collection. The quantitative segment involved a sample size of 400 individuals, while the qualitative phase encompassed interviews and focus groups with diverse stakeholders in the Koh Libong sub-district. These stakeholders included community leaders, religious figures, professional groups, and residents of coastal communities. The qualitative sample comprised 48 participants from various sectors, such as political officials, civil servants, and representatives from government and private sector agencies. Data were collected through interviews and questionnaires. Qualitative data were analyzed for content, while quantitative data were analyzed by finding frequencies, percentages, means, and standard deviations.

 The research results found that 1) problems of arable land and residences with and without rights were eroded by the sea and turned into waters. This has caused a dispute between the villagers and government agencies, 2) the villagers have faced difficulties in collecting compensation for encroachment on the waterway as a result of law enforcement according to Navigation in the Thai Waters Act, B.E. 2556, amended B.E. 2535, and 3) the guidelines for managing arable land and residential areas involve a participatory process between the public and government sectors to manage the areas through negotiation and cooperation.
